Nomination
Officers acting as Chair and Vice Chair of the four minority officers advisory
committees sanctioned and recognized by the Surgeon General, will serve as designated
members to the MOLC. Of those designated members, officers to the MOLC will serve in
positions of Chair, V. Chair, Secretary, and Recorder on a rotational schedule.
Term
Officers will serve a one-year term. Officers will serve based on a rotational basis as described below. The MOLC shall determine and report to the Surgeon General the day and month chosen as the beginning of its operational year.

Alternates: Cognizant of the demands of the member's primary work responsibilities
and the MOLC's need to conduct business, the MOLC has the option of establishing procedures
to allow each voting member to appoint, and inform the Chairperson of, a single individual
who can serve as his/her alternate. Such alternates shall have voting privileges when
serving in the place of the primary member. It is the responsibility of the primary MOLC
member to keep the alternate fully informed and knowledgeable of the MOLC's activities.
Any Agency clearance or approval requirement for travel/per diem will have to be handled
within the Agency by the primary MOLC member.
Attendance: Any member of the MOLC who frequently misses meetings without just cause
can, at the discretion of the MOLC, be asked to voluntarily resign from the MOLC, or the
MOLC can initiate a request to the Surgeon General to terminate said membership and so
inform the Agency Head. The respective minority group chair will be informed of such action.
