2009 Executive Officers

 

CAPT Rita A. Lookingglass, MSN, RN (Navajo)

CAPT Lookingglass is the Chair and the Membership & Nomination Subcommittee Chair of the AI/ANCOAC.  She is originally from Flagstaff, Arizona and is the Director of Public Health Nursing at the Phoenix Indian Medical Center.  CAPT Lookingglass is a former IHS 437 Scholarship recipient with experiences in the COSTEP program, Pediatric and Clinical Staff Nursing, Public Health Nursing, and Case Management.  She received her Bachelor of Science degree in Nursing from Arizona State University in 1982 and her Master of Science degree in Nursing from the University of Phoenix in 2000.  Please feel free to contact her at rita.lookingglass@ihs.gov or at 602.248.4196.

 

CDR Bernard N. Long (Lower Brule Sious Tribe)

CDR Long is the Chair-Elect of the AI/ANCOAC. He is currently stationed at the Ft Thompson Health Center in South Dakota. CDR Long is the first Physical Therapist to serve the Indian Health Service as a recipient of the 94-437 Indian Health Scholarship. Bernard Graduated from the University of North Dakota’s Physical Therapy program and the Indians into Medicine (INMED) in 1983. CDR Long began his career with the White Mountain Apache Reservation and was later stationed in the Billings Area. However, Bernard has served the Aberdeen Area for nearly 20 years. CDR Long has occupied positions as a Physical Therapist, Clinical Services Director, Gerontological Program Officer, Physician Recruiter, Commissioned Corp Liaison Officer, Director of Community Service, and Chief Executive Officer . CDR Long has served on several National Committees, including the IHS Strategic Planning Committee, the Directors Executive Leadership Committee, Information Systems Advisory Committee and the National Business Office Committee. Bernard was selected by his CEO peers to represent and Chair several Regional and National Committees. CDR Long has provided many community services over the years. He has coached soccer, track, football and Odyssey of the Mind. Bernard, Dianne and their three daughters have a small ranch with cattle, arabian horses trained for endurance racing and exotic chickens. Bernard assists his wife, owner of Longstar Kennels, train service dogs for children with autism and diabetic alert dogs. CDR Scotty Hargrave

CDR Hargrave is the Secretary of the AI/ANCOAC. He is the Director of the FDA Southwest Region’s Radiation Programs Branch and is the Regional Radiological Health Representative. He performs and directs inspections and investigations of firms and products under the Food Drug and Cosmetic Act and the Mammography Quality Standards Act. He also works with other state and federal agencies in the area of radiological emergency preparedness. He is originally from Shawnee Oklahoma and attended the University of Oklahoma. CAPT Dora Bradley (Navajo)

CAPT Bradley is the Treasurer and past Awards Subcommittee Chair of the AI/ANCOAC. She is the Director of the Office of Continuing Education at the Indian Health Service (IHS) Clinical Support Center in Phoenix, Arizona overseeing the professional continuing education support for nurses, physicians, dentists, and pharmacists at all levels of the agency, Tribal and Urban settings across the country. Originally from Chinle, AZ, Dora received her Bachelor of Science degree in Nursing from Arizona State University in 1987 and a Masters of Public Health degree in Health Administration and Policy from the University of Arizona. She is an IHS 437 Scholarship recipient beginning her career with the COSTEP program, and later as a Pediatric and Clinical Staff Nurse serving various tribes and communities in IHS and USPHS.
